HEC Announces Fresh Guidelines for Recognition of Foreign Degrees
The Higher Education Commission Pakistan (HEC) has issued fresh guidelines regarding the recognition of foreign degrees, advising Pakistani students to carefully verify the approved mode of study before enrolling in international academic programmes.
In a public advisory, the commission warned that degrees officially registered as on-campus or conventional programmes but completed entirely through online or blended learning may not be recognised after Spring 2026, unless such arrangements are formally approved by the relevant regulatory authoity in the host country.
HEC stated that recognition will only be granted if the mode of study complies with both the university’s internal regulations and the accreditation requirements set by authorities in the country where the institution is based. The advisory comes amid a growing trend of Pakistani students opting for flexible online and hybrid degree programmes offered by foreign universities.
The commission emphasized that students must ensure their chosen programmes are properly accredited and that the delivery mode is officially recognised by the relevant regulatory body. It also advised students to fulfil any mandatory physical residency requirements associated with their degree programmes.
The guidelines apply not only to prospective students planning to study abroad but also to those currently enrolled in foreign institutions. HEC warned that failure to verify programme details could lead to complications in obtaining degree recognition or equivalence in Pakistan.
Students have been urged to communicate directly with universities and obtain written confirmation regarding the approved delivery mode of their programmes. Additionally, they should verify whether the institution itself is recognised by relevant authorities before making financial or academic commitments.
HEC noted that applications for degree equivalence will continue to be evaluated individually through its online system, with each case assessed on its own merits under existing policies and recognition frameworks.
Education experts say the advisory highlights increasing global concerns over the classification of online, distance, and blended learning programmes. Many countries are tightening regulations to ensure transparency in academic delivery and accreditation standards.
Officials reiterated that students should retain all relevant documentation related to programme accreditation, mode of study, and residency requirements to avoid future issues related to employment, professional licensing, or higher education admissions in Pakistan.
